Same servo and same PWM but diff angles

Hi guys , i have just received my 20 Futaba S3003 servos for my hexapod from ebay hong-kong. But i doubt if its original coz when i give the same PWM to all the servos some of them run out of sync , which is that a few (2 to 4) servos will never come to the same position like the rest. So what could be the prob with some of these servos. :?

Also the PWM range is sort-of wiered.

for 3ms it comes to 0 degs ,
for 9 ms it comes to 90 degs
and for 1.6 to 1.7 ms is comes to 180 degs.

So , could the potentiometers be the culprit ? Can i make more accurate by changing the Pots ? :?:

A standard servo signal ranges from 1,0 to 2,0 where 1,5 is center position.
Most producers dont use the standard signalling but their own, i.e. a TowerPro servo can go from 0,5 to 2,3 as I recall.
